About Jubal Garcia

Jubal Garcia is the senior pastor of Outcry in the Barrio and Metanoya Church in San Antonio, Texas.

The ministries have their root in a faith-based drug and alcohol abuse program, Victory Fellowship, that was launched in 1970 by Jubal’s father and mother, Freddie and Ninfa Garcia (themselves former addicts) and grew to engender transformation in the lives of thousands of former addicts in more than 100 locations in the United States, Mexico, South America, the Caribbean, Central America, and Europe.

Along with Victory Fellowship, Outcry Church includes programs to promote strong families, healthy marriages, and the spiritual development of children.
